The Child Support Evaders on the Top Ten List are being singled out because they have the ability to take responsibility for their children but refuse to do so. Incarceration is the only option for parents who flagrantly ignore a court's order to pay child support. The Office of the Attorney General helps parents who lack the ability to pay child support by referring them to job training and employment services. The Attorney General's Child Support Division is directed by state and federal law to help Texas families collect child support. The division handled nearly one million cases and collected $2 billion for the fiscal year that ended Aug. 31. More than $7 billion has been collected during the Abbott administration. For a parent to be named a Most Wanted Child Support Evader, court-ordered delinquent support must be in excess of $5,000 and an arrest warrant must have been issued....

In a state skeptical of federal intrusion in local school affairs, Virginia Sen. George Allen and challenger James Webb each say they support the goals of No Child Left Behind but quarrel with how the federal law has played out. The Democratic challenger says schools need more federal funding to fulfill mandates to test students and narrow achievement gaps. The Republican incumbent, who voted for the landmark legislation five years ago, now argues that states need more flexibility in how they grade schools. But neither candidate supports an outright repeal of the law. ....

CANTON, Mass. -- Bobby Brown has paid $11,000 in delinquent child support after being threatened with arrest if he stepped into Massachusetts. A family judge had issued an arrest warrant two weeks ago after Brown failed to show up at a hearing over two months' payments he owed to Kim Ward, the mother of his two teen kids. Brown's attorney said then he was having a ''very difficult'' time as his tumultuous marriage to singer Whitney Houston was coming to an end with her filing for legal separation. ''I have at least been given the word that Kim Ward is satisfied that payment has been made and she's good to go, for now,'' Judge Patrick McDermott said. AP ....

Bangladeshi child labour makes clothes for Tesco

LONDON (AFP) - Bangladeshi children are being used to make clothes for supermarket giant Tesco, a charter member of the Ethical Trading Initiative that bans the use of child labour, a British television network has claimed. Channel 4 News secretly visited and filmed four factories that supply the British supermarket giant, two of which are owned by Harvest Rich Ltd. and two others belonging to Evince Group, where children as young as 12 were apparently employed. Tesco is a founding member of the Ethical Trading Initiative, which states that child labour must not be used, but Channel 4 News filmed child workers making men's trousers and shirts at the factories over a period of four months. One alleged worker from a Harvest Rich factory told the team: "I am 12 years old....

Child support office closes for move

RALEIGH - Wake County's Child Support Enforcement office will be closed the rest of the week and Monday as it relocates from the Wake County Courthouse to the adjacent Waverly F. Akins Wake County Office Building, 336 Fayetteville St.Child Support Enforcement has been on the eighth floor of the courthouse and will move to the eighth floor of the Akins Building, Suite 800.Any clients scheduled to be in court Monday regarding child support issues must still attend court that day, and the Wake County CSE office will be able to work with them. All other public inquiries will be addressed once the office completes its move and reopens Tuesday.During the move, the office's computers and telephones will not be running. The N.C. Child Support Enforcement Call Center at (800) 992-9457 will field calls for Wake County during the three-day closure....

Child support grant exceeds target

The target set three years ago to extend the child support grant to 3.2 million children by March this year, has already been exceeded by 300000, the ruling African National Congress (ANC) reports on its website. A report on the state of social grants appears under the president's regular column and notes that by June this year over 3.5 million children were registered as beneficiaries of the child support grant. The total number of people receiving social grants was 7.4 million, noted the report. It stated that a detailed study which profiled all child beneficiaries and their access to various forms of government services had been completed. The report would be presented to Cabinet during October. No fee policy The report noted that "more than 7000 schools" had implemented a voluntary no fee policy....

Child support payments go to debit accounts

Having access to child support payments will soon be as easy as using a debit card according to a release from the Missouri Department of Social Services (MDSS). Scheduled to begin in October in the Stoddard County area, recipients of child support payments will no longer be issued payments in the form of paper checks. Instead, recipients will be issued a new SecuritE Card from the Family Support Division (FSD) of the MDSS. The first cards were issued in Cole County beginning July 31 and the last cards will be phased in by the end of November. "I'm really pleased to provide this improved method of service to our child support clients," said FSD Director Janel Luck. "The card provides more security, more convenience and more timely payments than paper checks." Once the SecuritE Card has been received by the recipient, all support payments will then be electronically transferred from the payment center at FSD to the individual's card....
